I think you're posing on the wrong site, dude. No one here really gives a rat's ass about "what it means to be a punk"...

Taking Punk back to it's late 70's/early 80's roots, it was a place for the displaced to be applauded vs in disgrace. Total non conformist type? BRO! Don't fit in with the metalheads? Come over here with the rest of us. Not into arena-rock or any of the "acceptable" genre's within rock? We're your compadres! Generally a bunch of misfits that did NOT fit in anywhere else. Your race, zip code or parents social status meant nothing here. That's what the "other" groups were for.
The music was bare bones and played by those that intentionally went against convention. It wasn't about being flashy, destructive or violent. That all came later after the press released their "findings" to the sheeple. This took root and is currently what the masses (who are generally asses) think punk is really about. Do your own homework and you'll find what I'm saying is true.
